Building Resilience
We think people in Indonesia should fend for themselves. That’s why, over the last three years, we’ve been scaling up our ‘Building Resilience’ programme. Working closely with the country government, as well as civil society and community action groups, we’re coordinating our efforts to ensure the people of Indonesia are better prepared to cope with whatever nature throws at them. It’s a huge challenge - this is a part of the world that’s particularly prone to natural disasters. But we’ve already made tremendous headway. Currently, we are implementing the project of Building Resilience in Eastern Indonesia and Building Resilience Replication in West Sumatera as well as Promotion of Disaster Preparedness Modelling in School in District of Sikka . And with your help, we’ll bring greater peace of mind and security to those who live in the region.
Monitoring Evaluation and Learning Officer (MEL Officer)
Jakarta Based. 7 Month-contract with possible for renewable.
JOB PURPOSE:
Under the supervision of the DRR/CCA coordinator and the support from technical teams, the MEL Officer will provide technical and administrative support to M&E activities and will coordinate M&E related training and capacity building related to existing projects, such as Building Resilience In Eastern Indonesia, Building Resilience Replication in West Sumatera, and Promotion School Disaster Preparedness Modelling in District of Sikka.
KEY RESPONSIBILITIES:
Developing and implementing M&E System
Assist in the engagement of dialogue aimed at developing linkages between teams for a unified monitoring and accountability framework
Work with DRR/CCA coordinator and other technical teams and area project team to define M&E system to the project, including developing/revising M&E tools and operational plan in accordance with donor requirement
Work with Women Empowerment Officer and area project teams to ensure that all activities are carried out in away that is sensitive to a community needs, promote gender empowerment and gender equity
Work with DRR/CCA coordinator and other technical teams to provide feedback to area project team and partners for changes/improvements to strengthen project implementation, including provision technical advice for the revision of performance indicators.
Work with finance and are project team to provide feedback on budget, spending plan and actual against activity plan
Undertake periodic monitoring and technical support visits to the project areas to assess progress against approved M&E plan and recommending corrective actions as appropriate.
To support design, planning, coordination and implementation of baseline, midline and other surveys according to the approved work plan.
To work closely with DRR/CCA Coordinator and technical team and project area team to conduct regular review visit, mid term review and final evaluation.
To build and maintain positive relationship with all members of staff and contacts within and outside of Oxfam
Where necessary to conduct monitoring and evaluation activities
Perform other tasks as assigned based on team and organizational priority
Reporting and Communications
Collect monitoring and evaluation information from area project team and collate as appropriate and assist in the preparation of donor reports.
Assist with the analysis of progress reports received from the area project team to monitor project progress.
Work with Media and Communication Officer to produce a variety of written documents for internal and external dissemination, such as special reports, papers, charts, handbooks, and evidence based advocacy materials etc.
Contribute to Oxfam Review including the review of PIPs
Learning
Coordinates share M&E works and resources and M&E related training and capacity building activities across Oxfam and provide technical and support to M&E activities.
Document and disseminate best practice and lesson learned
To contribute to country learning review by preparing and disseminating data, lesson learnt, best practices and statistical and qualitative evidence of projects
Conduct and disseminate literature review and secondary data analysis for papers, proposal, and presentation as appropriate.
Support to area project team/partners
Providing technical inputs to all ongoing initiatives in term of support in developing various instruments, such as target setting, monitoring format, etc with collaboration with area project teams
Support area project team and partners in ensuring timely preparation and submission of reports to Oxfam/donor and provide meaningful inputs to the partners to improve the project implementation
Where necessary produce/disseminate guidelines and process documents to guide M&E of the partners and other actors
Contribute to proposal development from partners as relevant
Work closely with area project team to support capacity building of program partners on MEL issue related (monitoring format, survey methodology, data analysis and report writing)
Perform any other duties as required by project for achieving project achievement
SKILLS AND COMPETENCIES
Essential
Commitment to overall Oxfam aims and beliefs, including commitment to gender, diversity issues, equal opportunity and capacity building
Good understanding on relief, DRR, and development issues preferably in the context of complex emergency situation with experience of or ability to work directly with local NGOs and communities
Education to a degree level in relevant discipline
A minimum 3 year working experience of designing and implementing M&E frameworks and programs
Good analytical skills with knowledge and understanding on global and national development issues
Experience in working in a complex program with involving numerous stakeholders
Experience and ability to work as part of a multicultural team and communicate effectively both verbally and in writing
Fluency both in written and spoken in Bahasa Indonesia and English
Computer literacy in word processing, spreadsheet, and presentation software
Willingness to flexible working hours and travel frequently within countries and oversee
Experience in working in multi-sectoral program and ability to manage multiple priorities and work under pressure and to deadlines
Desirable
Relevant degree in social science, development, humanitarian, disaster management
Understanding on humanitarian relief and development issue related to disaster
Understanding on women empowerment and gender issues
