Payroll Officer - Care International Indonesia, Jakarta

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.

CARE Indonesia Headquarter Office at Jakarta is currently recruiting the following position:

JOB TITLE : PAYROLL OFFICER
DEPARTMENT/PROJECT : SUPPORT/CIIHQ
REPORTS TO : HUMAN RESOURCES & ADMINISTRATION MANAGER

JOB SUMMARY

The incumbent will ensure all administration that related with payment to employee has been settled through good coordination and efficiency way for processing it. He is also responsible to do the payment in timely manner and appropriate with CARE policy and donor regulation.

RESPONSIBILITIES AND TASKS

Job Responsibility #1 Payroll Payment
· Checking all document for payroll, severance and separation purposes
· Preparation and processing of payroll for all of the CARE Indonesia offices
· Submission to the finance unit payroll for final review and audit
· Preparation of payroll reports for Finance
· Respond to employee inquiries on matters regarding their payroll
· Checking the all component related with Payment Payroll
· Preparing and inputting the Journal transactions Payroll to SCALA
· Preparing the reconciliation report of the current month salary payments for all staff
· Preparing the Payroll transaction summaries for the finance department for bank reconciliation purpose.
· Preparing Accrued Severance and 13th Salary
· Distribute the pay slip in every month to sub offices
· Reviewing the monthly salaries to ensure that the payroll data is correct
· Responsible for all aspect of personnel administration and to ensure personal file for each employee, preparing contract agreement for employee and termination process, making final payment for terminated / resigned employee, etc
· Working together with finance and accounting department to process the monthly and annual closing for accounting purpose

Job Responsibility #2 Separation and Severance Payment
· Checking all supporting document for separation and severance payment
· Processing the calculation based on CARE policy
· Ensure the calculation, Tax has been corrected
· Preparing the monthly report for cleaning the accrual in finance hands
· Checking the separation claims and payment to ensure that they have been processed correctly
· Preparing and inputting the Journal transactions severance and Separation to SCALA
· Preparing mutual agreement for all staff whose terminated or resign

Job Responsibility #3 Tax Calculation
· Ensuring that all taxes or dues are processed and remitted to the relevant organizations on time
· Checking The calculation Tax every month
· Preparing and processing the payment of monthly income tax
· Responsible provide yearly tax Calculated Income Tax Article 21 and Report Calculation to Department Tax

Job Responsibility#4 Jamsostek (Labor Social Security)
· Checking the calculation for Jamsostek
· Preparing and processing the payment of Jamsostek
· Preparing the summaries for all approval from the authorize signatories
· Preparing report of Jamsostek for the new employee including daily worker and staff who terminated
· Reconcile monthly payment jamsostek and do monitoring for all sub offices

Job Responsibility #5 Other responsibility
· Provide support to the HRAM on any legal cases that may arise
· Provide monthly report for Manpower CARE Indonesia
· Represent the organization upon request from the HRAMif needed
· Assist in advising managers and staff issues relating to separation, severance, tax of staff
· Accomplish Project Activity Reporting (PAR) form on monthly basis
· Perform other duties reasonably assigned by the Supervisor
· Perform specific tasks related to the Performance Management system (i.e., development of individual operating plan (IOP), review of IOP , self appraisal) on timely manner

QUALIFICATIONS

1. Education: University Degree in a related field
2. Experience: 2 to 5 years experience in a similar position, preferably in INGO
3. Specific technical skills:
· S1 degree in related field
· 3-5 years experience in Human Resources Management
· A strong knowledge of employment laws and human resources best practices
· Fluency in Bahasa Indonesia and English.
· Superior interpersonal, organizational and time-management skills with proven ability to multi-task under strict deadlines
· Humanitarian aid experience (NGO) is a strong asset
· Working with various payroll systems is an added advantage
· Proficient computing skills including Word, Excel and PowerPoint
