I. BACKGROUND
The context:
NTT province is one of the poorest provinces in Indonesia, which has been affected by structural poverty that in turns seriously affects the nutritional status of the population, explained by: Underweight 29.4% and stunting 58.4% (MOH Riskesdas, 2010), SAM 6.8% and GAM 13.2% (MoH, 2010). However, data given by UN, 2009 are SAM 4-7% and GAM 11-23%; lack of knowledge of good nutrition practices; poor child care and feeding practices; low access to public water and to sanitation facilities, and low quality and quantity of ground water. In NTT province since 2007, ACF Indonesia has been implementing a multi-year integrated program of Nutrition, Food security, and Water sanitation and hygiene, in an effort to contribute to improve nutritional status of children under five in the area.

In NTT province since 2007, ACF Indonesia has been implementing a multi-year integrated program of Nutrition, Food security, and Water sanitation and hygiene, in an effort to contribute to improve nutritional status of children under five in the area.
The program has covered around 27,840 vulnerable households or approximately 139,200 beneficiaries, in 5 remote sub-districts of TTS district. MoUs with the government, at both central and provincial levels, have been established.
However, due to limited funding support from donors, since early 2011 ACF Indonesia has been implementing only Water sanitation and hygiene program, targeting 41,400 beneficiaries in Kupang district. Nevertheless, Country Strategy 2012-2014 priority target area will remain NTT province.
The purpose
ACF Indonesia wishes to hire a Food Security Grant Writer to help developing a full and competitive package of proposal for Food security program development in NTT province. This person should be a professional in this field and has a wide knowledge of the subject matter.
General objective:
To contribute to improve nutritional status of children under five in NTT province.
Specific objective:
To develop a full and competitive package of Food security program in NTT province, in adequacy to the needs and ACF Indonesia Country Strategy 2012-2014, in line with Government priorities and Donors requirements, and in coordination with International actors and Local partners.
Food security program in the province will strengthen the existing production capacity by delivering organizational support, technical assistance and necessary productive means to the most vulnerable communities. Its outputs (improved knowledge, adequate inputs and production means…) are also expected to improve beneficiaries’ resilience to adverse factors (weather, pests…). The capacities of the civil society (CBO, LNGO) and administration (technical departments) will be reinforced not only in terms of technical knowledge but also in terms of project definition and structure. At last, links between the different stakeholders or between communities are revitalized, creating the base for further collaboration. The emphasis on specific species (farming) that are not the main crops in the area ensures a diversification of the production necessary both to divert the risk of harvest failure and to improve the balance of the daily diet.

Result 2: Linkages with Food security stakeholders are established.

Conduct consultation and/or coordination meetings with Food security stakeholders
Result 3: Capacities of ACF Indonesia staff are enhanced
Sensitize Food security program (proposal) to ACF Indonesia staff
III. Requirements
Education / specific degree:
Education / specific degree:
Academic background of at least Masters’ level in food security & livelihoods (FSL) and/or in natural resources management (NRM) for developing countries;
Familiarity with CCA, environment and disaster preparedness stakes;
Fluency in English (oral and written) is a must, Bahasa Indonesia is an asset.
Experience and specific skills:
Proven track records of developing articulate and successful donor proposals in similar fields;
Knowledge of USDA guidelines and CSR funding mindset, and previous experience in developing proposals for these donors;
Strong technical and field experience in contexts of chronic vulnerabilities, gained through directly managing/ supervising programs’ design, implementation and M&E in the fields of FSL and/or natural resources management;
Proven analytical and strategic development capacity;
Excellent English Writing skills.
Personal skills
Social and cross-cultural sensitivity with a capacity to engage in comprehensive capacity-building;
An autonomous, dynamic and tenacious individual would be preferred.
