Wildlife Protection Unit (WPU) is a community based patrol unit operating since 2004 in Bukit Tigapuluh Landscape Jambi Province, Sumatera. Bukit Tigapuluh landscape is one of the three Sumatran tiger conservation areas of global importance, it is home of an extremely successful Sumatran orangutan reintroduction project and the habitat of a significant elephant population. WPU is an integrated part of the Bukit Tigapuluh Landscape Conservation Program (BLCP) executed by Frankfurt Zoological Society (FZS). WPU collaborate closely with forest police to support law enforcement in Bukit Tigapuluh landscape. As forest in the buffer zone of Bukit Tigapuluh National Park is under tremendous pressure by large scale forest encroachment the aim of WPU is monitoring of wildlife, mitigation of human-wildlife conflicts, gathering of information about wildlife crimes including forest encroachment and illegal logging and support of scientific surveys. WPU field teams act as an information hub for local communities to disseminate wildlife law and forest regulations and to act as a mobile contact point for locals for everything related to wildlife conservation. WPU teams support researchers during scientific surveys and are involved in field data collection including camera trapping.

 
Overview: 
The responsibility of the Wildlife Protection Unit Manager comprises the whole range of patrol team management, monitoring and training, administration of assets and human resources and accounting. Up to eight WPU teams need to be coordinated by developing work plans and providing patrol schedules. Patrol teams need to be briefed and debriefed before and after patrol to fulfill patrol requirements. Patrol performances are monitored with the aid of MIST software; topographic maps are produced in close cooperation with the BLCP-GIS unit.

Patrol reports need to be reviewed to comply with professional standard. Planning and coordination of regular in house training is part of the job as well as the organization of regular Ranger-Training camps. Administration work includes accounting of WPU’s operational budget including monthly financial reports as much as human resource management of WPU members and asset accounting. WPU manager coordinates internal with the FZS-BLCP director and external with the head of BKSDA Jambi and the head of TNBT.

 
Responsibilities:
Administration
 

Coordination with forest police officers to organize joint patrols and to direct and support law enforcement operations

Quarterly and annual reports to fulfill sponsor requirements and to maintain financial transparency and accountability of WPU budget

Human resource management including staff contract negotiations, insurance,etc

New staff recruitment if vacancies need to be filled Accounting

Accounting of the operational budget including team salaries, operational budget for patrol teams, transport and car maintenance budget and facilitiesmaintenance budget

Supervision of monthly patrol team finances including purchase of equipment and uniforms

Prepare monthly and annualy accounting reports

 
Team management 

Preparation and update of a quarterly work plan for the WPU teams in coordination with FZS-BLCP director

Development of monthly patrol schedules in coordination with FZS-BLCP director

Briefing and debriefing of patrol teams to make sure patrols are properly tasked and information gathered while on patrol will not get lost

 
Transport 

Coordination of patrol team transport

Coordination of logistic while teams are on patrol, during training and surveys

Support of logistic for the BLCP whenever necessary Training

Organization of ranger training camps to deliver a comprehensive training program (first-aid, navigation orientation, map updating and report writing) under field conditions

In house training to repeat and maintain standards established during training camps

 
Qualifications:  

Master degree or equivalent in biology, ecology, forestry, natural resource management, social sciences and/or related fields or proven adequate long term work experiences in security business

At least 3 years practical experience in environmental protection issues with local and/or international organizations

Experiences in supervising and coordinating large teams (at minimum 20 staff)

Experiences in management of operational budgets (at minimum 50.000USD per year)

Strong understanding in issues and policies related to conservation, forestry and environmental law

Well developed computer literacy including experience of using MS office application

Excellent written and oral communication skills in English

Organized, coordinated and self motivated in office work

Strong interpersonal and excellent communication skills

Strong networking skills

Ability to operate under immense pressure.
