Nathan Associates is currently implementing a project called the Support for Economic Analysis Development in Indonesia (SEADI), a USAID-funded project designed to quickly respond to the Government of Indonesia requests for assistance in addressing critical policy issues. A key counterpart of the project is the Poverty Monitoring Unit in the Vice President’s office. On behalf of Nathan Associates’ partner and subcontractor, the Boston Institute of Development Economics (BIDE) is seeking a Long-Term Adviser to support the Poverty Unit. The adviser will work directly with the Poverty Unit staff to examine poverty, labor, and SME issues; formulate economic policy reform program recommendations; and implement capacity building activities.
This is an immediate opening, based in Jakarta, Indonesia and the duration of the post will be until August 2013. The successful candidate will work directly for Nathan’s partner, BIDE.
Background
The USAID-funded SEADI project is designed to respond quickly, on a demand-driven basis, to Government of Indonesia requests for assistance in addressing critical policy issues, especially pertaining to job creation and poverty reduction, and provide strategic support to develop Indonesia’s institutional and human resource capacity for economic policy analysis.
Responsibilities
The adviser to the Poverty Unit will implement activities under the supervision of the SEADI Chief of Party and in collaboration with SEADI resident advisers and other project technical staff. The adviser to the Poverty Unit will undertake efforts in the following areas:

- Deliver demand-driven economic analysis and advocacy.
- Develop a strong relationship with staff members of the Poverty Unit by engaging in dialogue about their ongoing priorities.
- Identify policy analysis and reform advocacy priorities within the Poverty Unit where SEADI expertise can make a difference.
- Deliver fact-based and action-oriented economic policy analysis using tools of applied economic analysis to work through policy reform issues associated with employment, competitiveness, and poverty in Indonesia.
- Engage stakeholders through advocacy workshops and seminars that feature fact-based, targeted initiatives to explain and persuade opinion leaders from the government, business, and civil society on the merits of the proposed reforms.
- Collaborate with other institutional partners within the Government of Indonesia.
- Prioritize key economic policy analysis assignments that align with the USAID/Indonesia Country Strategy 2009–2014 of encouraging enhanced job creation and poverty reduction.
- Identify civil society and private sector partners who are best suited to champion SEADI objectives in the future to help strengthen their policy reform-oriented research and dialogue capacities.
- Provide online or on-the-job training and other capacity building workshops and seminars on specific issues.
- Involve Indonesian nongovernmental organizations in the economic analysis program by using grants to foster public-private partnerships in applied economic policy research and in developing policy research and advocacy capabilities.
- Contribute to the development of annual work plans, overall life of the project plans, quarterly reports, annual report, ad-hoc reports as requested by USAID, presentations, performance and monitoring data, and other technical deliverables.
Deliverables
- Contribute to the preparation of Monthly Poverty Policy Briefs.
- Manage and contribute to the preparation of regional poverty analyses for at least two regions
- Contribute to the preparation of a curriculum on poverty analysis to be implemented in Universities throughout Indonesia.
- Prepare eight papers analyzing differing poverty issues in Indonesia and/ or contribute substantially to the preparation of such papers.
- Preparation and implementation of the Project’s annual work plan to support the Poverty Unit
- Contribute to the preparation and implementation of the Project’s annual work plan to improve the capability of universities, think tanks, and other organizations to support the government on and analyze poverty issues.
Qualifications
- At least 10 years of experience in public policy, poverty programs, and design of economic policy reform programs.
- Advanced degree in economics or related field, preferably at the Ph.D. level.
- Experience with USAID policy and procedures would be helpful.
- Prior work experience in Indonesia highly desirable.
