PURPOSE OF THE JOB Accountable for design and oversight of a digital media strategy that incorporates public information, audience engagement and dialogue, knowledge dissemination, and improved policy and practice in support of children and young people’s access to and use of digital media opportunities.
KEY END-RESULTS 1. Public information: The national and international public audience has a clear understanding or the aims, objectives, values and activities of the Country Programme and the cooperation between UNICEF and the government on promoting and protecting child rights.
Within the delegated authority and the given organizational set-up, the incumbent may be accountable for all or assigned areas of the following major duties and end results.
Duties & Tasks • Provide technical support and guidance to Country Programme staff on effective uses of digital media to provide public information on the UNICEF programme. • Oversee and manage contractors responsible for developing digital media content. • Design and oversee a development strategy for digital media as a public information tool, through assessment of key audiences, content planning, content management and assessment of effectiveness of platforms and content.
Duties & Tasks • Oversee the development and implementation of a strategy and related activities across clusters and with partners that enables external audiences – especially children and young people – to contribute to discussions on child rights. • Work with programme colleagues to build a digital media element into national and sub-national child/youth participation programmes • Support Private Funding and Partnerships colleagues to establish and manage digital media platforms to communicate and engage with domestic donors and supporters.

- Audience engagement and dialogue: The Country Office has an established and active forum through which dialogue and engagement with external audiences is possible, allowing for feedback, enquiries and discussion between the Country Office and others.
- Knowledge dissemination. Aligned to the broader Knowledge Management strategy of the Country Office, digital media is being actively used to create awareness on child rights, share evidence, best practices, lessons learned; is used as an advocacy tool for specific programme initiatives with external audiences; and the impact of such knowledge dissemination through this channel is being monitored and assessed.
- Improved policy and practice in support of children and young people’s access to, and use of, digital media. The government has an evidence-based policy on supporting children and young people to use digital media opportunities in a safe and constructive way, parents and other care-providers are informed and guided on how to support children’s safe use of digital media, and broader public understanding of children and young people’s use of digital media, along with associated opportunities and risks, has been strengthened

- Working with the Knowledge Management Specialist, identify and develop digital platforms through which knowledge, lessons learned and best practice in support of the overall Country Programme can be disseminated to users. • Establish feedback mechanisms through these platforms which support monitoring and evaluation of Knowledge Management practices and approaches.
- Improved policy and practice in support of children and young people’s access to, and use of, digital media. The government has an evidence-based policy on supporting children and young people to use digital media opportunities in a safe and constructive way, parents and other care-providers are informed and guided on how to support children’s safe use of digital media, and broader public understanding of children and young people’s use of digital media, along with associated opportunities and risks, has been strengthened
Duties & Tasks
- Working with the Communication Specialist (Media and External Relations), support the development of a public information and advocacy programme that supports safe use of digital media by children and young people.
- Provide technical advice and recommendations to the government on how such a programme can be aligned to official government policy and practice in relation to a National Safe Media strategy.
- Qualifications Education Advanced university degree in Communication, Media, Public Relations or Marketing
- Work Experience Five years of progressively responsible and relevant professional work experience in digital media. International and national work experience (for IP). Background/familiarity with emergency situations.
