Terms of Reference Impact evaluation PMI Watsan programme with CBHFA component in Indramayu NLRC-supported
Background
The Netherlands Red Cross (NLRC) has supported Palang Merah Indonesia (PMI) for the implementation of Water, Sanitation with CBHFA component projects for many years in Indonesia. Over the last years, the software aspect has become more and more important in the delivery of a coherent approach in this project. The NLRC and PMI realise a holistic approach of software and hardware is desired, placing more emphasis on community organisation- and hygiene promotion aspects.
PMI Watsan programme supported by NLRC has been implemented in Indramayu since 2003 to 2007 in Centigi Wetan and Pabean Ilir. In September 2008, second phase of this programme implemented in Bangkaloa Illir and finished in August 2011.
CBFA is mainly prevention oriented and promotional and educational activities are the most important part of it. Emphasis is on transferring knowledge and skills to the population who in turn is made responsible for its own health status. The main objective of it is to improve the health status of the population through awareness raising and education on health matters. It includes diagnosing, initial treatment at local level and (when needed) referral to qualified health institutions of 9 common diseases: diarrhoea, fever, acute respiratory infections, malaria, malnutrition, goitre, Vitamin A deficiency, dengue fever and rabies. Next to this it deals with treatment of injuries, personal and environmental hygiene, immunization, home nursing, mother and child health, nutrition and water and sanitation facilities.
Participatory Hygiene and Sanitation Transformation is approached to promote hygiene, sanitation and community management of water and sanitation facilities. It is based on participatory learning, building on people’s innate ability to address and resolve their own problems. It aims to empower communities to manage their water resources and to control sanitation related diseases, and it does so by promoting health awareness and understanding, which, in turn, leads to environmental and behavioural improvements.
The first strategy of the program is “Community development”, and includes activities that improve the health conditions in the village partners, by providing basic health services. This includes the introduction of trained Village Health Volunteer’s who provide first aid and disseminate on health and hygiene measures. Finally, in Bangkaloa Ilir Village clean water systems and latrines constructed through participatory approach (PHAST). The combination of providing clean water, sanitation and health facilities and awareness raising of the community, will improve the health situation in this area: it is expected that common and water borne diseases will reduce with 60% in those villages where all project activities implemented.
The second strategy is “PMI Capacity Building”. Being the project-holder and thus the main coordinator and implementer gives PMI the chance to profit from the project in terms of experience and strengthening of branches, in order to reduce the distance between the branches and the beneficiaries.
Scope
This evaluation is mainly directed at appraising the impact of PMI watsan/CBHFA interventions supported by NLRC. The main focus of the evaluation is to understand impact of previously NLRC supported water and sanitation projects in Indonesia through PMI. Under this main theme, it is intended to build up PMI and NLRC understanding of the success of longer-term sustainability and appropriateness of the supported services.
Furthermore, considering the fact that to a large extent baseline data are not available, much emphasis will be on methodology of the evaluation.

The evaluation will take place in Bangkaloa ilir
Purpose
The primary prupose of this evaluation is to learn from experience in Bangkaloa to PMI as well as to give the recommendation to PMI to improve their next programme related to Watsan with CBHFA component in the future.
Results of this evaluation will be used al;so by implementing staff and line-management on different levels involved in supporting them.
In order to ensure a critical analysis of achievements and challenges, evaluator will be recruited from external expert.

Methodology
To determine the methodology for this evaluation, information can be obtained from other development organisations, such as Oxfam or UNICEF. Furthermore, the Federation has several documents for evaluations. Online reference materials will be the main source of information, alongside information provided by the WASH Advisor, the Asia desk and the Planning, Monitoring and Evaluation Advisor.
The evaluator will start with a desk study, to determine the evaluation methodology and set-up.
The methodology will at least include the following elements:
Both quantitative and qualitative information. However, emphasis will be on qualitative data and analysis.
Main method for data gathering will be interviews. To ensure openness to unexpected results or side effects, it is preferred that the evaluator conducts semi-structured interviews.
The evaluator will further use observations and study reports and other relevant documents to collect data.
Triangulation of data is requested to ensure accurate information.
Main stakeholder’s perspectives, especially those of the beneficiaries, should be taken into account.
Afterwards, the evaluator will travel to Indramayu in Bangkaloa Ilir.
Learning lessons is facilitated significantly by positive inquiry, as research has shown: people learn more from critical yet affirmative analysis.
The evaluation requires evaluators to familiarise themselves thoroughly with characteristics of the Red Cross and Red Crescent Societies movement; it’s principles, limitations and associated dilemmas and limitations.

must have good knowledge of the Red Cross fundamental principles, Code of Conduct and various ways of collaboration between the different segments of the RCRC movement.
Responsibilities and Tasks:
The consultant will be responsible to develop an evaluation proposal that depicts the research methodology, details workplan and proposed budget including consultacy fee and logistic required to support the consulting services
The consultant will be responsible to deliver consulting services in accordance with agreed evaluation proposal
The consultant shall self-arrange all logistic required to support field activities
The consultant will produce a comprehensive and high quality final evaluation report
The consultant is expected to share a report draft prior to developing the final report. The final evaluation report shall be submitted on time as per agreed schedule, comprehensive and high quality (Bilingual in English and Bahasa Indonesia)
Reporting
The report will be in English and bahasa Indonesia and contain a brief introduction and description of the methodology, constraints in implementation, a comprehensive analysis section and a section on findings and recommendations.
The report needs to be concise, highly structured and well written. It must clearly answer all key questions from this Terms of Reference.
